Leasing Of Optical Ground Wire (OPGW) Fiber In Rajasthan
This initiative unlocks the untapped potential of Rajasthan’s transmission network and positions the state as a hub for high-capacity, future-ready connectivity.
Sterlite Electric’s Convergence BU (Sterlite Interlinks Limited (SIL)), one of the leading players in fiber infrastructure monetization and EPC, has signed a 15-year contract with Rajasthan Rajya Vidyut Prasaran Nigam Ltd. (RVPNL) for the monetization and maintenance of its 17,000 km OPGW network across Rajasthan.
This initiative unlocks the untapped potential of Rajasthan’s transmission network and positions the state as a hub for high-capacity, future-ready connectivity. The network is designed to serve telecom operators, ISP players, hyper scalers, and data centres, offering a robust alternative to traditional terrestrial fiber.
We invite interested customers to lease OPGW fiber capacity on this extensive network. This network is spread across Rajasthan and in close proximity to five bordering states: Madhya Pradesh, Uttar Pradesh, Gujarat, Punjab, and Haryana.

17,000 km OPGW network laid across transmission lines covering major cities and industrial hubs including Jaipur, Jaisalmer, Jodhpur, Ajmer, Kota, Bhiwadi, Bharatpur, Suratgarh, Bikaner, Udaipur, and more.
Direct interconnections with neighbouring states for seamless connectivity.
Extensive route coverage across strategic industrial and commercial hubs.
Supports 5G rollouts & expansion in tier 2 & 3 cities across Rajasthan, directly contributing to Digital India’s vision.
Fiber Leasing: Key Process Steps
Public Announcement: This one-time announcement invites inquiries for the available fiber inventory for monetization, including the section for which inquiries have been received for route spanning 900 KMs approx. from Jaipur-Jodhpur-Abu Road and Jaipur-Alwar-Bhiwadi.
Quote Submission: Interested customers may submit their offers and project requirements by sending an email at sales.rajasthan@sterliteelectric.in. Upon checking whether the route requested in the offer is feasible or not, floor rate shall be quoted by SIL. The customer can then choose to submit competitive quote that must be above the floor rate.
Swiss Challenge: Once an offer has been received for any route, other licensed customers shall be invited to submit higher counter-quotes within a set deadline, which shall not be less than three weeks from the date on which email is sent to list of potential customers as defined here under. A list of potential customers based on telecom & relevant industry experience who shall be informed about all offers/inquiries received will be available at https://energy.rajasthan.gov.in/rvpn and https://www.sterliteelectric.com/convergence. If any other firm wishes to be notified about offers/inquiries received, they can send mail at sales.rajasthan@sterliteelectric.in, and the name of such firm will be added to the list for inviting counter offers. If any counter-quote received is higher than the initial one, the customer who first submitted the offer/inquiry/business proposal will be given a chance to match it.
Procedure: Once an offer/inquiry/business proposal is received, it shall be communicated to all potential customers within three weeks with option to submit willingness to submit counter-quote. To protect confidentiality of counter offer for firms willing to submit counter-quotes, a period of additional two weeks shall be provided after expiry of aforementioned three weeks to submit quote in sealed cover in the office of Superintending Engineer (Automation, N/M & SP) The sealed cover shall be opened at stipulated time in presence of representative of RVPN and firms, submitting counter offers, should they wish to remain present at stipulated time. The firm submitting the highest counter offer without deviation shall be declared as preferred bidder. The original bidder shall be given an opportunity to match the highest counter offer.
If the firm submitting the highest counter-offer deviates materially from original offer, it shall be open to SIL, with consent of RVPN, to treat it as a new original offer and invite counter offers on such new original offer. Alternatively, the counter-offer with material deviation could be rejected by SIL, with consent of RVPN, (after giving an opportunity to remove deviations to counter offeror) and the next highest counter-offer could then be declared as preferred bidder.Finalization: The fiber will be allotted to the highest quoted price. The final deal will be secured through a formal purchase order and a Tripartite Agreement between the Customer, RVPNL and SIL.
Service Delivery & Completion: SIL will deliver the fiber leasing service, completing the process.
